Ruby Slippers

My cousin is 3 years and is a shoe size 10 (toddler). She will be dressed as Dorothy from the Wizard of Oz for Halloween, but my aunt is having difficulty finding a pair of slippers Ruby / shoe size.

I have a suggestion. I would like to buy some kind of canvas shoes somewhat cheap and then use straws to make ruby red. I know it sounds messy, but it's probably a cheaper option. Just an idea. Sounds cute.
